It works on a Choice system. You have to fill out an application way before school starts and pick your "choices". They then send you a letter with which school your child can attend. I chose to go the Charter school route, which is a whole different ballgame. You have to fill out individual applications for EACH charter school you are interested in and if your child is chosen (some work on a lottery system), you get a letter notifying you of same.
