I did phone calls followed by visits with my son. The visit is important. It worked very well. One school I visited had an excellent reputation, but their interaction with us was awful. They kept asking a 3 year old not to touch any of the toys. The kids there looked unhappy. We had an excellent experience at Fun Factory in Plymouth.
