Enrollment for some of the better public schools is by lottery. A few schoold require testing. You must fill out a form for each school (magnet, charter, etc) you want to try for in the Fall before your child enters (Dec deadline). Send in forms to as many schools as you can because it's a big crap-shoot. You have the best chances of getting into the school of your choice for Kindergarten. The CPS website has a great on-line directory of the magnet and charter schools with maps and stats and all the info on lotteries, but GreatSchools was vital to me in my selection because of the opinions parents post. Best of luck.
