Whatever pre-school you choose, I would first look at Montessori schools if you can afford it. My child attended Montessori from 18 months until 1st grade and the difference in his learning skills compared to his peers in other schools was astounding. Because of Montessori, he read earlier and developed Math concepts that make doing Algebra now...so much easier. Of course, as in all schools, you need to understand the school philosophy and see what the teaching experience is like.
