For us it was about quality teachers, a philosophy we agreed with, and personal interactions that made us feel comfortable. Having direct contact with the owner really gave us the confidence that things would be run well. Having teachers that were intelligent and can hold a conversation helped a lot, too...
Very good question. NYEC School Certification is very important. Also a detailed schedule, teacher-student ratio, outdoor time spent, curriculum, policies... are very important. Ask what differentiates their preschool when visiting one. Look for challenging questions and good answers.
