Parents need to know that simple acceptance into a DECAL program does not guarantee them a reassignment...which is getting virtually imposssible to achieve without extenuating circumstance. Also I am not pleased with the picture "as a whole" with what sort of negative social impact my son and his friends have been exposed to in general.
