I'm not sure about currently because I have lived out of the area for the last 5 years and it has been 11 years since I was in High School, but when I was in school ... I had a friend that transfered in to Middle School from private Catholic School and she was more advanced in reading and English but she was very far behind in Math and Science. She struggled for a year just to catch up. But she was taught phonics in K and 1st grade and when I was in those grades in Downey they taught a "sight reading" instead of phonics and told parents that phonics would come naturally they didn't need to spend any time on it. They may have changed that by now but even with my little brother who is 4 years younger than me, Downey Schools didn't catch that he couldn't read a single word until 3rd grade. But some people can bull s*** their way thru and never get caught.
