My wife visited ~15 local preschools (3-5/week) by un-announced visits. We discussed the findings each day and we chose based on the following criteria:
1. cleanliness and organization
2. positive reinforcement
3. open creative environment
4. general spirt of the director and teachers
5. viability - are there at least 3 different class groups
6. cost comparison
7. location
The 3 top criteria were modeled after our own home. We wanted our son to have a good place (CLEAN like home) to interact with new peers and experience the social settings and a lightly structured learning environment for a smooth transition. The organization helped him feel comfortable and he easily understood his new environment.
Cost may have been a sticking point for most of the places my wife compared but when we found the right school they shared the same feeling about cost we do, it's secondary to people.
Since we've put our son thru our pre-school of choice 4 years ago, we've recommended it to 3 friends. All our friends have love the school, the director and teachers. Two of our kids have graduated from this Pre-School and now in K-12 and our two youngest are in the pre-school now (and loving it).
Note the cities we searched were Fair Oaks, Citrus Heights, Carmichael, and Orangevale.
