We have Open Enrollment in Arizona. This means that although you are assigned a school by the district in which you reside, you can choose any public school you wish and they'll take you if there's room.
Technically, if you're in TUSD, you're required to write a letter to your that district's superintendent's office to inform them of your choice for Open Enrollment, and to let them know which school you are choosing and why.
And technically, they don't have to "let" you go, but it's also technically unconstitutional to make you go to the school they tell you to go to because it was set up that way under the old desegregation laws (which are now deemed racial and unconstitutional).
So you research the schools here on GreatSchools, find the best schools and pick 3-5 that you think you would really like to go to. Take a visit to each one.
Fill out the open enrollment forms (which you find on your chosen school district's website usually or you can call the school and ask where to get them) and send them in before the deadline for Open Enrollment (which is often long before the end of the previous school year, some it's February, some it's April, some May...)
And then you wait, cross your fingers, pray (if you pray), focus your energy and will, and hope that you get into the school of your very 1st choice.
