Have you tried contacting a local Down's Syndrome organization in that area? Here is one link: www.downsyndromeconnection.org
I don't live in that area of California, nor do I have a child with Down's Syndrome, but you may want to start collecting information by contacting the group mentioned above. They should be able to help you in your search.
