Hi. I'm not from VA, but have you tried using the "find a school" feature on the green menu bar near the top of this page? You can enter a location and grade level, and see a list of all schools in a given area. Public ones are rated from 1 (low) to 10 (high) based on how their students performed on recent statewide testing. You can also click on individual school names to see more details, and read parent comments about the schools, if any have been made.
Unfortunately, schools' special education departments aren't rated. My son has LDs, and I generally advise parents to contact a local support group for whatever their child has been diagnosed with (ie, www.chadd.org for ADHD, www.interdys.org for reading difficulties, etc.) and network through those families to find out about the best schools and other resources in a given area.
