It sounds like you want your child to attend a different school. You will probably still need to contact the School District Main Office and find out if "school choice" is an option in your area. If it is not, you might consider sending your children to a private school, but you will have to pay tuition, or would you ever consider homeschooling?
There is a "chain of command" in all businesses, including schools. If you have a problem with a teacher, and you have not been able to resolve it directly, then the principal would be the teacher's "boss." If you have a problem with a principal, you could contact the School District Superintendent, because they oversee the school principals.
Your post doesn't say which staff it is - an aide or a teacher. It's a good question to ask and the answer can vary depending on which staff it is. The school principal is always one person to whom you can try to take staff problems.
