This link indicates when various state's cutoff dates are. In your case, it appears your son would need to wait a year to begin kindergarten.

I'm not from MO, but if you go to the "Find a School" feature on the green menu bar at the top of this page, you can enter a location and grade level (elementary) and see a list of all schools in a given area. You might contact the local Public School District and ask what their age-cut-off for Kdg. is; states vary as to their guidelines. If it seems your son misses the cut-off, you might contact some nearby private schools, as they often aren't as restrictive about birthdates.
