Preschool isn't mandatory, so I'm not sure why a person would worry about homeschooling requirements for a 3-year-old. All parents of young children should be considered their children's first "homeschool" teachers.
I have to echo what was said previously - I am not aware of any weekend preschools for 3-yr-olds. You might be able to find a park district class, like in art or music, but it might require a parent to attend alongside the child, and only be for an hour or so. Perhaps you could find an older (high school or college) student in your community, who might be interested in becoming a teacher later, and would be willing to work with your child on a regular Saturday/Sunday basis.

I'm not sure what to tell you. Finding a preschool open on the weekend is going to be hard, if not impossible. Since your child is only 3, you might want to consider other childcare options, such as a family daycare or a babysitter. Sorry I can't be of more help!
