My daughter is considered gifted (through test results). I hear that Fl schools are terrible. Are there any above average public schools in Hernando County?

It is far too much of a generalization to say "Florida schools are terrible." There are great schools and great teachers in Florida....as well as some very bad ones. There are even some great places to put your child, even if the school doesn't get a good grade, because they have a speciality that fits your child's needs. My caution here is don't generalize: research what's best for YOUR child.
My son is going into 3rd grade and mastered his multiplication tables in 1st grade. Most people "think" he's gifted, but he learned them at an earlier age and I homeschool him through the summer to keep up with his level. He is also at a much higher level in language and spelling as well. He has gone to a Montessori school for the last 3 years and will now be going to Challenger K8. I know that Challenger has AP courses or honors classes and I'm sure he will thrive there.
I hear there is a new school called Explorer K-8 that is suppose to have a program for students that qualify for gifted. You could look into that school and see if it fits your child's educational needs.
I saw that as well, however, as I read through parent comments, Challenger began to slowly diminish in value. I will look into that particular school. But if anyone has any other opinions, please share them. I am an educator myself and have very high expectations.
