Can a private school keep your child's transcript/records?

If so, how do you get your child enrolled/excepted into a distance learning/online home schooling program or just your local public school?

Your local public school is obligated to take any child that lives in the district - even without a transcript from their former school.

I've seen notices from both public and private schools saying they can withold transcripts for non-payment of fees, failure to return books or sports uniforms, etc. You might post your question on www.lawguru.com to get a lawyer's opinion.
