If you go to the upper right corner of this page, where there is a search box, and enter the word "Charter," you will find many articles on the topic. Here's one: www.greatschools.net/cgi-bin/showarticle/241
Charter schools are a new kind of public school but they have much greater freedom to define themselves and great freedom in that students must apply to the charter school as if it were a private school. Public schools must try to serve all students - charter schools don't have to.

Charter schools are public schools. The difference between a charter school and an ordinary public school is that the charter school has submitted a formal proposal (in California there are 16 points that are required in each proposal) describing exactly how the school will be run, staffed, funded (besides public monies), and describing its educational philosophy.

Charter schools are also known as "public schools of choice" because parents choose to have their children attend a charter school.

Our district has a charter school for students with serious emotional difficulties.
