How many hours of direct consult do most elementary students receive from an inclusion teacher?

My daugher's school wants to pull her from learning center for ELA and put her in the mainstream setiting. They want to pull her out for 2 hours a week and give her resource. Their ELA block is 90 minutes a day, and I don't feel 2 hours is enough. I would like a consultant teacher to also do push in during this ELA block. I am looking for cases similar to mine so I can tell my district that it isn't normal to offer so little a service. I have a daugher with sensory Integration dysfunction, auditory processing disorder, semantic pragmatic language disorder and ADHD. She is two grade levels behind in ELA and has not made exceptional progress this year for the school to justify taking away services. She is in 4th grade. Anyone have any advice?
