Charter schools are public schools. All charter schools are considered public schools but not all public schools are charter schools.
What a charter school may or may not be varies from state to state. Charter schools are paid for with public money through tax dollars funneled to them from public schools. If a student chooses to leave their local public school and attend a charter school, the public school is supposed to send money to the charter school. The phrase 'per pupil spending figure' determines how much money the public school sends the charter school. If it sends any money at all for only about half the time do public schools honor their debts to the charter schools.
I don't have a better answer than that which is also appropriately short - the best way to tell if you want to send your child to a charter school is to go and visit that school. Charter schools have gotten a bit of a rap but like anything new, charter schools are still 'working out their bugs'.
