i m in similar situation. we live in 95835. but my kids are younger. the older one is 2 and i just started to research on PK and elementary. as of schooling, you are not just limited to standard public schools in your district. you can send them to chartered. there are a few public chartered montesorri schools in sacramento area. they are not limited by where you live. so, you might want to check them out.

i checked out private catholic schools. they are not as expensive as i thought.

You enroll when you get there - go down to the nearest public school with proof of address as well as identification and passports and proof of vaccinations.
