most places are starting to sway more towards 18 years because california has very strict laws for child workers and it's just to much hassle for the employer. He should just wait until he's 16 before going to work because i don't know of anywhere that will take 15 years the laws are even stricter andn just not worth it.
Brilliant additions to the knowledge base on the topic of teen summer jobs. Here are a few additional ideas to consider when planning for a productive teen summer:
Identify interests. Schedule a trip to the local book store in the coming weeks.
Give your teen the opportunity to pick out 2-3 magazines.
Return 2-3 times in the following weeks and offer the same opportunity with one caveat.
He must pick out a different magazine each time your visit.
Eventually the selection within a certain category runs out and he will need to explore another interest. When summer hits your teen will have a bounty of information to explore, including a few new interests.

I see you're in Hawthorne, CA, and I can relate to your question (I'm in the Valley). Typically, mall jobs, and other teen employment wants a child to be 16, so that it's feasible for an employer to give the teen hours. California law does allow some summertime and weekend employment to 15 year olds, so your son can just apply where he'd like and hope for the best.
However, given the economy, and how many people are fighting for the same few job openings, another option would be to go into business for himself. He can offer to do odd jobs--perhaps window washing, mowing lawns, or other household tasks. He simply needs to make fliers and go introduce himself door to door. I've known plenty of kids who've created lucrative businesses, named their own hours, and been able to handle the responsibility of it all.
Another option would be babysitting. Many parents of young boys are always eager to find "mannies" to take care of their kids, so their boys have someone to relate to. Both my brother and my son got jobs as babysitters because they were male.
Dont have much info on this but will share what i know. Believe the students can perform community service for which they can also earn credits. This information should be available with your school admin or even at the school website.
