Hi,
I also hope to see you at the learning group and or millermom.

Could you tell us a bit more about your child. Was there a speech and language assessment? Do you find that she sometimes has a hard time finding the word she is looking for (tip of the tongue syndrome)?

Her processing speed and WMI are both lower than her "thinking skills". She also scores very well on most reading sub tests in the phonological awareness area, but seems to struggle with rapid naming and fluency tasks. I wonder if her lower processing speed is getting in the way?

What things is she good at? What academic tasks does she struggle with? How is her overall organization and attention? Writing skills? What grade is she in? How has she done on state testing and other standardized tests such as the IOWA's of Stanfords?

The info on the subtests of the WISC and any additional info would be helpful to better understand what might be going on.

Good grief! Your child has very significant scatter in some of the test scores that you've listed. Something sure seems amiss to me. How old is your child/what grade? Did they give you the subtest scores on the WISC-IV? (They'd have names like "Block Design, Similarities, Digit Span, Coding....")
If you wouldn't mind copying/reposting your question with the WISC details in the Learning and Attention Difficulties Group at community.greatschools.net/groups/11554, and at www.millermom.proboards107.com, I'm sure you'll get quite a bit of feedback. (The millermom site has several Texas moms, who might be more aware of specific state IEP eligibility guidelines, too.)
