I'm not from MO, but I don't believe most states use NCLB testing as a mandatory requirement to pass to the next grade until the children are older....I wasn't aware of any first grades doing it....If your child has reading trouble, they need a different type of teaching instruction, because repeating the same thing over isn't likely to help. You need to request a comprehensive educational evaluation for suspected learning disabilities, and it sounds like your son needs an IEP.

Please check out Healthys links. Learning difficulty board has so many of us in your position to offer support.
My advice: Just say No!
Don't let them bully you into this. You should have rights on this. If I let them keep my daughters back for not being able to read they would still be in grade 1 with the teaching methods they were using. Some children need alternate ways of learning to read, some children progress at a different rates.
It may be a learning difference or he may just be on his own schedule. There are many programs you can use at a grade 1 level. One free online program the reading teacher used for my girls is www.starfall.com. You can also purchase a program call Earobics to help with phonitical awareness.
Most importantly stress to your son how much you are on his side and be his biggest advocate.
