You can do arts and crafts w/ your child.. You can find many, many websites on arts and crafts. You can use materials you already have at home too. You can also find indoor games and outdoor games they can play. You can find many diffrent kids recepies on the internet and have fun cooking and baking w/ them. You can print up coloring pages for them. Explore the internet is the best thing you can do. You'll find many ideas, many fun things you can do right at home and keep them busy all summer. I'll list some websites to help get you started or give you some ideas. (You may have to copy and paste them in a browser-Try clicking on each first.) (These sites have other things then just arts and crafts like printables, games etc..)

I suggest that you find all the local parks in your area and see if there is a Mommy and Me programs along with taking strolls through the neighbourhood and stores. When I came to WPB, I met a lot of vacationers from other states at the parks. I took them to our community pool and packed a lunch, snacks and lots of juices and water.

How old is your child? If you're home, why does your son/daughter have to go to any organized program? When we were young, "free play" was welcomed. I do not live in Florida, but in my area there are YMCA summer programs, and for families that can't afford the full cost, sometimes there are subsidies. Although you don't drive, is there a neighbor whose own children might be attending, and who could take your child?
