From my own experience, stay away from D49. I battled for several years to get them to recognize my child's diagnosed LD to no avail. They were agast that I wanted accomodations for his LD because if they did that he would be different from the other kids and they couldn't have that. I finally moved my child to another district. He has a 504 plan and is doing much better.
Unfortunately, Greatschools doesn't have any ratings of special education programs. I have a child with LDs, and I know that even two children who have a similar diagnosis may present very differently...There are kids with high-functioning autism, and those who have less ability. A school that offers an aide and mainstreamed classes for a student with Asperger's may not be appropriate for a student who needs a self-contained environment. A child with an IEP for ADHD will have very different needs from a child who has an IEP for speech/language issues. Some schools may address certain kinds of LDs better than others.
My suggestion is to try and network through a parent support group in your community, for whatever diagnosis your child has (ie, www.Chadd.org for ADHD, www.thearc.org for autism, IDA for dyslexia, etc.) because fellow parents are often the best source of information to find out about good schools and other resources in a local area.
For general online support from other parents who have special needs children, you might like to join the Learning and Attention Difficulties Group at community.greatschools.net/groups/11554
