It depends on the school. Some (not many) start at age 3 and they are private schools. The majority of schools including public schools start at 4.

Since Florida voters approved state funded VPK - children may enroll at 4 years of age. I believe the VPK is mainly offered through private pre-schools . . . at least my local elementary did NOT offer pre-school once VPK was provided through state funding. If you research Florida VPK you will be able to find local pre-schools offering in your area.
