I also had difficulties finding a French and Spanish tutor for my High school kids. However, i also need a tutor for basic homework support for my 5th grader. I was able to find one at tutorings@rocketmail.com. She is certified and teaches at a private school in Baltimore County. We have been using her for about 2 months. She has worked well for us. If you send an email to that address and request Sue. I'm sure they will put you in contact with her. I also referred a friend who is also very please.I hope this is of help to you.

Hi. Greatschools has a "Marketplace" group, so there's a chance you might find a tutor from your area there, but I'm wondering if you've asked your child's teacher for recommendations? Some teachers like to supplement their income by tutoring after-hours and on weekends. Another option might be to contact your local high school, because there are often honor society students who are required to do certain numbers of "service hours" each semester, and tutoring others is one way of accomplishing that. Younger kids often relate better to older students (versus adult tutors) and the actual 2nd grade academic concepts are certainly well within the realm of what high school tutors can teach.
