The International School of Tucson is the best elementary school and St Gregorys is the best middle school. But both are private which may not be suitable for everyone.
The Tanque Verde School district has highly excelling schools as well. Check it out - they're public and have teachers who care. They have a zero-tolerance bullying policy which they actually uphold, and they have amazing staff.
Check out the search feature in the upper right corner of the GreatSchools page and click schools and then select Tucson, Arizona. It will show you all the schools. From there, you can read 5-star parent reviews, and a GS rating of 1-10 based on school scores. The GS rating only works for public schools though as private schools are not compelled to release their scores to anyone. Pick schools between 8-10 and with high parent star reviews (4-5 stars). Read the reviews and make a short list based on the things you really liked about the schools, what they offer, and how far you want to drive.
I drive an hour each way as an open enrollment family to go to the Tanque Verde District because there is one school in particular there rated a 10 that I wanted my daughter to go to. She's thriving. They had more than one 10 school there, but this one was my 1st pick and she got in.

That depends on your childs interest and ambitions, and where you might live (or be willing to transport, bus). There are a lot of great options; public, private, and charter schools. Within these schools there are Magnet school options which offer a variety of choices related to your educational interests and goals for your children. With the "open school" policy your kids can pretty much go to any school they choose as long as there is space available. You also have to decide how important the schools performance ranking is and what you might be willing to sacrifice (for example in the previous answer driving an hour each way, and I thought that I was a bit crazy for driving 30 min each way... JK (LOL)
For example; we decided long ago that we wanted our kids to be bilingual (spanish) and so we entered the magnet program within TUSD and our kids went to Davis Bilingual Magnet Elementary School (our youngest daughter started in kindergarten and did well enough that she moved into a Bilingual GATE program at Pistor Magnet Middle School for sixth grade) her older sisters went to Roskruge Bilingual Magnet Middle School for all three years and now we are at Catalina Magnet High - Allied Health (CNA Studies), AFJROTC, Band/Colorguard and Lifeguarding... The youngest this year moved from Pistor to a Charter School (Sonoran Science Academy's) new campus @ DMAFB, simply because it is closer to our work and SSA has a fantastic reputation for Traditional studies especially Math & Science (which is two areas that our older kids struggle with but our yougest excels in), they also offer foreign language classes (a growing program in Spanish). Their other more developed campuses offer Turkish. Good Luck...
