The Tanque Verde School district has highly excelling schools as well. Check it out - they're public and have teachers who care. They have a zero-tolerance bullying policy which they actually uphold, and they have amazing staff.
Check out the search feature in the upper right corner of the GreatSchools page and click schools and then select Tucson, Arizona. It will show you all the schools. From there, you can read 5-star parent reviews, and a GS rating of 1-10 based on school scores. The GS rating only works for public schools though as private schools are not compelled to release their scores to anyone. Pick schools between 8-10 and with high parent star reviews (4-5 stars). Read the reviews and make a short list based on the things you really liked about the schools, what they offer, and how far you want to drive.
I drive an hour each way as an open enrollment family to go to the Tanque Verde District because there is one school in particular there rated a 10 that I wanted my daughter to go to. She's thriving. They had more than one 10 school there, but this one was my 1st pick and she got in.

The International School of Tucson is the best elementary school and St Gregorys is the best middle school. But both are private which may not be suitable for everyone.
