Best always depends on the needs of the child. Does your child need public or private services. Remember that learning difficulties are unique to each child.

is there a school that offers small (12:1:1)class and speech, occ therapy, phys therapy in the best school in the city with these service for 1st grade and up?????
sorry, i should have been more specific. the student is in 8th grade and is looking for a private high school which focuses on learning difficulties similar to those of ADD/ADHD
What age/grade is the student? There are such a wide range of LDs, that it's almost impossible to answer your question. I'm not from NY, but I can give you the following example: my school district is highly regarded for addressing the needs of kids with physical disabilities, but they don't do a very good job handling kids with ADHD.
My advice would be to contact a local support group in your area (ie, CHADD for ADHD, the ARC for autism, IDA for dyslexia) and see if any of those parents can give you feedback about good resources/schools in the NYC community.
