If there are children that live there and are not in school and their mother is not homeschooling them is there anything that can be done?

I first read your question thinking that you wanted to homeschool your own children, but it sounds like the situation is one where you may need to contact authorities about a family whose children are not getting any education?
I'm not from Florida, but there should be something equivalent to a "Department of Children and Family Services" where you can have someone check in on their situation, and verify what's happening. If you aren't sure who to contact, what about starting with your local church/temple, and seeing if they can contact the proper authorities?

The Laws for homeschooling in Florida. It looks like they can go through option one which requires them to take Standardized test or File under a group of homeschoolers like a charter school situation or a private tutor situation. The info can be found here www.hslda.org/laws/analysis/Fl
I would make sure what you claim is true though. There are different methods of homeschooling from Classical to unschooling.
Unschooling is a child lead learning. This doesn't mean the child/children aren't learning they just learn by their interests and when they are ready at their own pace to learn things. So this maybe what she is doing but if they are taking the Standardized test and doing well in them then there isn't much you can do there unless of course she is abusive or neglectful in other ways then that's a whole different issue.
