I'm the parent of a teen, and I've visited Phoenix although I don't live there. Can you clarify what aspect of safety you're concerned about?
If you're talking about a student driving into dangerous neighborhoods alone at night, virtually every city has areas that are best avoided... HOWEVER, I think the bigger safety concern with any 16-yr-old is the driving risk they pose to themselves. It wouldn't matter whether they were in Phoenix or elsewhere, young drivers are known to be a much higher risk factor than teens even 2 or 3 years older...They simply don't have enough driving experience to make good decisions all the time, and they tend to be more distracted by the radio, friends in the car, texting, etc.
Especially since the area will be unfamiliar to you and your teen, spend some time driving around together before you let him or her take the car alone.

I have taught 2 children to drive in Phoenix area after having one previously in California. I'll agree that traffic on the Phoenix freeways and even on rural main streets can move very fast. But, my kids have done ok--they, like my husband and I--have adapted.

Arizona does not require that a teenage driver take a driver's training class--you may teach your own child. Check out the Service ARizona website for information about obtaining a permit and license.

I drive on the freeways here in Phoenix, about 90% of them time because my family is spread out all over the valley. I moved here when I was seventeen and I had never experienced this kind of "fast-paced" living or driving. I was very nervous the first time I drove on a Phoenix freeway and I stayed in the slowest lane!

healthy11, has made some good points about taking the car out with your son for a while. That way if he gets uncomfortable (or you do) you can take the wheel for a while. There are also "speed cameras" all over the freeways now which will help people slow down. This new Governor might be taking them down but we'll vote and keep our fingers crossed they stay up so people will slow down!
