over crowded

I have 2 grandchildren (kindergarten, 2nd grade) living in Bay Point, Ca. right across the street from Rio Vista Elementary. they have not as been able to start school there, because of overcrowding?? These children are too young to be riding buses across the county, their mother has no car and an income of less than $1000.00 a month and another toddler at home. Help, they need to be in school closest to home.
