How does a teacher measure inappropriate behavior for a 2nd grader who has a lot of energy.

Not standing still in line can be a hard task for some children. Allowing a child to hold something in his hand can be a way of mananging self control for some.

Teachers do not expect 2nd graders to be statues in line - or to never ever touch something they shouldn't't.
However, when students are unable to correct after numerous prompts - there might be a need for a different strategy. Basic social behaviors are fundamental to building successful social relationships with other children and adults. If a child appears to be having difficulty , engage in a dialogue with the teacher. It is always helpful to know the teacher before a situation becomes a problem. It sounds like you need to get more information. Sit in on the class. Visit school during change of class - like lunch time, or dismissal. Identifying the problem is the first step in solving it. It also sets a wonderful example for your child to see parents and teachers working together to make school the best possible place.
