How do San Jose Public School system assign their special education students?

How to the San Jose Public School system assign which school their special education students go to? We are living in MD right now and plan on moving to San Jose by the end of next year. My 6 year old daughter was born with a chromosome anomaly and is currently in a special education program for school. She has a fundamental life skills curriculum. We want to know if you schools place students with the FLS curriculum in specific schools or whether it is at random. This will help us buy a house close to where she would go to school once we are there. She also has intractable seizures and I want to drive her to and from school everyday to ensure somebody (me) can handle her seizures while she's being transported. My understanding is that school bus personnel are not equipped to handle medical emergencies and the best they can do is call 911. That's why it's important for me to transport her and have her Diastat available and can be administered promptly. Thanks!
