Does your kid's school put kids with learning problems with Emotionally challenged kids?

I found out this year (but not till it was too late) that my son's school segregates kids who have learning problems and puts them into classrooms with kids who have emotional problems. My son is a great kid and sweet as the say is long. He's been getting bullied the past 2 years. He has learning issues but is not a problem child. Why is the school putting him into this situation? it's hard enough for him to succeed without being bullied every time he turns around.
Another sad thing about this, is I had to find this out on my own. I talked to 3 different teachers on 3 seperate occasions, who told me about this the same way. The principal's a real peice of work too and i'm not the only one to complain about her either. She is rude, nasty on occation, and she is very condecending. Any advise on how I should handle this? I yanked my son out of this school because of this and I shouldn't have had to.

Our school district does this as well. This is our primary reason for keeping her in a general education setting with pull out services. Although this isn't exactly an ideal situation either.
