In most states, public Kindergarten begins at age 5, but Preschool (for children age 3 & 4) is not mandatory. If you want to send your child to preschool, you would have to pay your own tuition (unless your child has a disability, like a speech impairment or physical handicap) and where you decide to send your child for preschool is your choice. (It's not like public Kindergarten and above, where you go to the neighborhood school that your district sends you to.)
Some people like daycare or YMCA facilities, because they work and need after-school babysitting. Some parents prefer preschools that are affiliated with churches. Some prefer a Montessori approach. You can start by looking up "Preschools" in your local Yellow Pages and see what kinds are available in your area.
