you'll find gangs everywhere you just can't spot them much like back in the day since most /all schools have dress codes and uniforms
nearly every single highschool has some sort of "gang" going on. at millikan, there have been less reports of gang violence, or violence period than other LBUSD high schools. the entire campus is gated, and they have school police officers that patrol the campus all day... so the chances of a student stepping out of line is less likely. millikan one of the safer LBUSD schools.
I'm not from the Long Beach area, but if you contact the local police department, and ask the question, I would think that you could get detailed information about crime taking place within the school and the surrounding area. My son's high school has a police officer attend every PTA meeting, and they talk about what's going on not just in his high school, but others in the community.
