I will be moving to the Richmond area or surrounding areas and would like to know if there is anyone who knows of a preschool that is good for preemies or autistic children or just children with special needs.

Do you mean Richmond, VA? I'm not from there, nor am I sure of every state's guidelines, but in my area, kids younger than kindergarten age who have been identified as "at risk," are provided with special preschooling programs. It's arranged through the local school district. Parents of "neurotypical" children can chose to have their preschoolers attend some of the same schools, to give the special needs children an opportunity to interact with peers, but the school's first priority is meeting the needs of the special ed students. If I were you, I'd try to look up the State's Board of Education website and see what they do under "Child Find" for special needs preschoolers...
