As long as they meet the eligibility requirements some schools require that a child must be five by September 1st. My children started Kindergarten by age six. I would caution sending a child to school sooner than five years of age if they have had no prior educational experiences. This could cause for a stressful and frustrating experience concerning the expectations required in a classroom enviornment.
The best answer any of us can give is to contact your local district or your local elementary school. Some states (and districts) allow children to start as early as four years of age, provided they turn five by December, other states set the date for turning five in September. Provided your child has already attended actual kindergarten (and not Pre-K or Special-K as my son likes to call it), it's unlikely a new school district would require your child to repeat kindergarten based on his or her age.
When you talk to the school, see if they have a brochure of some kind that lists the skills your child should have before starting. More than simply an age, this will indicate whether your child is ready for school.
