LBUSD Decision on PE Foreshadows LAUSD?

In 2011, state standards for physical education will change and require PE for all four years of high school, unless a student can pass a state physical-fitness test.

My question is this: with so many courses already required, how can students manage to squeeze in two more full year courses?   And since ROTC and band were options for the kids who didn't want to take standard PE, will their enrollment suffer?  Conversely, will we see more kids going out for teams just to avoid the dreaded Phys Ed course?
