Finally found some resources. Although this is on a provincial level, alot of the information is relevant. I would forward this on to the legal society in your province and ask if they have something similar.

Hi hockeymom, There is two trouble spots, where our educators work around the provincial and federal laws. In the area of providing effective help that targets the weaknesses, and the other area is accommodations that are effective to the individual. There is no law to make schools to provide effective programs, besides simple remedial help. Also language used at the provincial level that is commonly used are criteria levels, where it is than determine the kind of help and accommodations. The Canadian court cases, failed because our judges and the mainstream public has failed to grasped that LD children need specialized help from mild to moderate to severe categories. Just like in mental illness, one just has to treat them, but they do not have to cure them.
