Wouldn't it be more helpful if they broke it down into specific areas? Not meeting 11 or 13 out of 20 doesn't tell you much except that they were deficient.

My state (MA) also needs assistance - did not meet goals in 13 of the 20 indicators........ MA usually rates at the top for education in general. I clicked around and found two were ok - Delaware and Arkansas. Wonder how many met the grade? Wonder how much a more difficult state test impacts the grade?

So does my state AZ--"Needs Assistance" that is. But I did happen to hit Kansas--they "Meet" so its not all boilerplate. I would love to see a state-by-state comparison.

I think the wording for my state was virtually identical to yours.....hmmm...they may have "boilerplated" their responses just like some schools "boilerplate" IEPs!

I couldn't find all 50 states ranked against one another, but if someone come up with that link -- I'd love to see it. My state (FL) "Need Assistance" for two years and so:

"The U.S.ED cited that Florida did not meet its goals on 11 of the 20 indicators. Some of which include the dropout rate of students with disabilities, the participation and proficiency rate of students with IEPs on statewide exams and the percent of youth aged 16 and above who are reasonably prepared to meet post secondary goals.
As a result of being rated Needs Assistance in meeting the requirements under IDEA two years in a row, the state is required by law to seek technical assistance. This assistance is provided by OSEP and the mandate to seek technical assistance must be made known to the public."
