Teachers have told me that the best thing to buy a child at back-to-school time is a planner or organizer to keep track of assignments. Lots of kids struggle with homework because they can't seem to get organized, and this is a first step. I also found it helpful to work with my kids on a homework schedule to estimate how much time a subject would take. What advice do you have to turn a disorganized child into a reasonably organized one?

my 4th grade daughter has the organizer. it is stuffed with papers and still unorganized...

Another trick that works for us is to set out all the tools your child will need to do their homework in a basket on the table. For instance, have a few colored pencils (not too many colors....otherwise, there will be too much time spent on choosing the right shade of pink.), pencils, highlighter, eraser, sharpener, etc. That way, your child can keep focused on doing their homework and there should be no excuses for getting up and doing something else.
