Every child should be proficient in digital communications to be a part of the age of visual industry. This is not only to insure a career in the 21st Century, possess the capacities to be part of the global workforce but to have a critical influence on culture and democracy.  We urge parents and advocates to examine the policy work we are pressing in California under the rubric of the Digital Arts Studio Partnership and Workforce Program Act, Assembly Bill 2471 (Karnette) which can be seen by going to www.asm.ca.gov, clicking to legislation, then type in the bill number and author.  (Also see www.caldigarts.org for background)

This is a common sense model to forge regional (multi county) high school, college, industry, community and government partnerships to train hundreds/thousands of our children in emerging digital media arts and communications technology.

We must build a confident, progressive, proactive parent/citizen voice to modernize our school system which is scandalously underdeveloped and allergic to the paradigm shift that is essential in this revolutionary communication technology milieu.  The fear, embarassment, frustration, and lack of knowledge that parents experience in dealing with computers and digital arts is a strategic crippler in establishing an influential, political voice to make sure our children are not matriculated 'retarded' and unable to compete and contribute in our world's visual industries!

Explore and investigate policy legislation to forge the vital channel between education and industry that must be mediated by government as a guarantor of universal application.  India, China, France, Ireland, Viet Nam, Japan demonstrate models of where and how societies that treasure their children and understand the essential need for digital literacy and the arts operate to tranform their economies.

America should be the leader on behalf of our children not 34th in the list of societies investment in education.
